You can find galaxy.ini in the settings, Documents/Pioneer on windows.

If I recall correctly, somebody did, and it kind of worked. Some UI was not really usable though.

Oh, I almost forgot. You might want to check out X4 or Spacebourne II. They almost perfectly cover what you want from a game I'd say, and are on sale on steam right now (among other space games)

On the move as in burning engines? Or in orbit? The former shouldn't ever happen. If the later, then ctrl+RMB on the ship for the cruise control to match your speed to it, and you should be good.

Nobody touched factions at least since 5 years according to the github log.
We do want to reign in the generated ones eventually, but not until we can provide meaningful content and gameplay around them.

You can ctrl+LMB on it to keep your position relative to it. (Or from the flight mode selector select Follow Orientation) Then set the desired speed to zero.

That blip is likely the planet. You can either target the ship via the F3 infoscreen mission list entry, or you can look for it in the orbital map. You can enable ships on the right, and then can target them by RMB
